This story is just getting more and more ridiculous. Drake played a show in Toronto with Oklahoma City Thunder forward and 2014 NBA MVP Kevin Durant in attendance. At one point, Drake urged the crowd to show Durant what support for him would be like on the Raptors:

It seemed fairly harmless, possibly over the line in terms of being a representative of the team but an unpaid one at that. Drake holds a title which is essentially honorary and meant for him to do things just like recruiting Durant. Organizationally, $25,000 is a minimal amount for an NBA team but the fact that the league went straight to a fine instead of a warning seems like an overplay given the context of the offense.

The NBA is where big happens. Big, dumb anti-tampering fines that are the result of a hypothetical being posited by a rapper during a concert that amounts to a “by a round of applause” vote.
